Second storm hits Hong Kong and Macau amid typhoon recovery

A powerful storm lashed Hong Kong and Macau on Sunday, just days after a punishing typhoon swept through the region and claimed at least 18 lives. Both cities raised a Typhoon 8 signal -- the third-highest warning level -- early Sunday as severe tropical storm "Pakhar" made landfall in the region, where emergency workers were still battling to repair Wednesday's damage. A total of 206 flights were cancelled and another 471 delayed because of the latest storm, while 44 flights had to divert, Hong Kong's Airport Authority said.

Lebanon army declares pause in offensive against IS on Syria border

Lebanon's army on Sunday announced a pause in its offensive against Islamic State group militants along the border with Syria to allow for negotiations on troops taken hostage in 2014. The armed forces launched their campaign against IS militants entrenched in the mountainous Jurud Ras Baalbek and Jurud al-Qaa areas on Lebanon's eastern border on August 19. Nine troops are believed to still be held by IS after militants overran the Lebanese border town of Arsal in August 2014 and kidnapped 30 soldiers and police.

A dog named Otis wasn't about to go hungry during Hurricane Harvey.  As the hurricane made landfall, a dog was spotted wandering around Sinton, Texas carrying a full bag of dog food.  The German shepherd mix wasn't a stray—he just got loose from a screen porch.  "I kept yelling his name and yelling his name and he wasn't around," his caretaker Salvador Segovia told the Houston Chronicle.  The dog belongs to Segovia's 5-year-old grandson, who had evacuated in anticipation of flooding. Otis is well-known in the town of 6,000, Segovia said. "Otis can go to Dairy Queen and he can get a hamburger. He's the only dog allowed to lie down in front of the county court house," Segovia said. "He also goes to H.E.B. He's not a stray. He's a good dog." A good dog who thought ahead when he ran out into the storm. Luckily, Otis was found. The army was deployed in Haryana state's Panchkula city after tens of thousands of followers of guru Ram Rahim Singh went on an angry rampage, attacking television vans and setting fire to dozens of private vehicles.
