Panama's former military dictator Manuel Noriega is in a "critical" condition after undergoing surgery on Tuesday to remove a benign brain tumor, the 83-year-old's family and lawyer said. Frail and frequently ill from a variety of ailments, Noriega was released from El Renacer prison on the banks of the Panama Canal into home detention in January to prepare for Tuesday's operation, which had been delayed since February.

Judge James Boasberg of the U.S. District Court for the District of Columbia rejected the tribes' request for an injunction to withdraw permission issued by the Army Corps for the last link of the oil pipeline under Lake Oahe in North Dakota. Energy Transfer Partners LP is building the $3.8 billion pipeline to move crude from the Northern Plains to the Midwest and then on to the Gulf of Mexico.
